Are you an experienced parking and traffic management professional to help deliver service in accordance with regulations to achieve best value in service delivery to support the council’s objectives?

You will have a focus working to minimise congestion on the public highway, maintain traffic flows in the council’s busy town centres and improve air quality.

This role requires good working knowledge of the Traffic Regulation Order making process and the development and progression of associated documents; knowledge of the regulatory framework applicable to civil parking enforcement in the context of signing and lining; contract performance monitoring; inspecting and reporting on health and safety matters relating to East Herts car parks.

Prepared to work in all weather conditions and physically fit - walking plays a key role in service delivery i.e., Civil Enforcement Officer monitoring, car parks inspection & area surveys.

Working with an experienced team of eight parking staff, be able to provide support and professional advice across a range of areas. Travelling between the main towns of Bishop’s Stortford, Hertford, and Ware including Buntingford and Sawbridgeworth, we operate a partnership service with Stevenage and Welwyn Hatfield councils, and you will also visit these areas.

The role would suit a self-motivator, good organiser, work with minimum of supervision. Flexibility in working hours when required i.e., to attend contractor site briefings that often start at 7.30am.

The role has responsibilities to include:

• Car parks are safe, clean and comply with insurance requirements and Safer Parking accredited scheme
• Creation of on and off street works orders for contractor
• Ability to produce clear, accurate and concise written reports
• Providing accurate responses to contractors for urgent and emergency purposes
• Prioritise tasks to ensure safe operation of council’s facilities i.e., prompt reporting for timely remedial action in response to trip hazards or broken glass etc.
• Liaise and develop close working relationship with all officer levels of enforcement staff, Hertfordshire County Council officers, councillors, shopping centre management team, members of the public and the council parking service back office team to inform written responses relating to Penalty Charge Notice representations and investigations.

What will you be doing?
• Play an important role in a customer facing position

• Monitor and report on service delivery by contractor staff to assist with implementation of improvements

• Develop and maintain effective working relationships with local authorities for enforcement on parking restrictions on an agency basis to progress opportunities for extension arrangements

• Collate information and initiate repairs to parking-related machinery, signs and lines and other infrastructure both off-street and on the highway (where East Herts Council has responsibility through an agency agreement with Hertfordshire County Council)

• In liaison with Parking Services Manager, ensure East Herts Council, road users, residents, businesses and other service users receive optimum levels of service in line with those prescribed in related contracts and agreements

About you

As an ideal candidate, you will have:
• Excellent working knowledge of the relevant legislation and regulations relating to Parking Enforcement
• Full Driving Licence
• Ability to deal with challenging situations using tact and diplomacy
• Experience of monitoring service provision against contract specification or similar
• Competence in the use of Microsoft Office Suite 365 (Word, Excel and Outlook)
• Excellent communication skills
